Abstract


The nowadays complicated international situation poses difficult problems to China: how to protect our national industry on the condition of being admitted the extent of our Marketing Economy and how to make the fiscal policy to be a efficient tool to deal with the unification of the world economy. By observing the expriences of developed country, we find the absolute answer: government procurement. However, the efficiency of government procurement relies on the cooperation of suppliers, which correspondingly rely on the government to construct the kind of atmospheres of openness, fairness, justice. In my paper, I try my best to construct a motivation mechanism through 3 main aspect and 7 detail aspect. The aim of this paper is to turn government procurement into an useful tool to adjust national economy and improve the people’s livelihood.In this paper, we analysis the recent development of Government Procurement of China from the standpoint of the motivation of the suppliers in order to pick out the shortage of the behavior, which will be the foundation of the analysis below. As a whole, the measure we advice to take is as follows: improve the activity of the participation of suppliers, enhance the quality of the ware provided by winning bidder, promote the ability of independent innovation.The aim of the paper is to mold government procurement as an useful tool to govern the economy of China in order to make up the market failure.
