Abstract


Since reform and opening-up, the system of China’s fiscal investment and loan has played an important role in easing the financial difficulties and promoting economic and social development. But as a distinct economic category, there still are many unreasonable aspects, which accumulated a lot of problems to be solved, existing financial investment system as it obtained some successes. The theory of the current financial investment system is still immature and the specific operation of the system is not standardized. In order to fully promote the advance of China’s market economy, to build socialism market economy with Chinese characteristics, researching and improving our financial investment and loan system has important theoretical and practical significance.On the basis of previous studies, this paper generated from the necessity of fiscal investment and loan, analyzed the resource allocation of the division between government and the market, discussed the basic efficacy of fiscal investment and loan in market economy, and elaborated the situation and existing problems in our present financial investment and loan system. By drawing on Japan’s successful experience, this paper gives some suggestions on the basis of actual situation to ameliorate the construction of our financial investment system.This article is divided into six parts:The first part reviews the theory of domestic and foreign scholars, and introduces the matters of the paper including ideas, methods and innovations. The second part discusses the related theory of fiscal investment and loan. The third part describes the general content, features and necessity of the financial investment and loan. The fourth part describes the existing problems of financial investment and loan system. The fifth part briefly describes the Japan’s Fiscal Investment and loan system, and points out what we can learn from. The sixth part puts forward how to improve China’s fiscal investment and loan system on the basis of the problems at this stage.
