Abstract


Agriculture is the basis of a national industry , infrastructure construction in rural areas is the basis of agricultural development and take-off of the premise . Both developing and developed countries, rural infrastructure has always been the intervention and support of the government \In recent years, due to natural disasters continue to occur in China , the huge losses suffered by the agriculture , rural infrastructure has exposed many of the problems . Government by means of fiscal expenditure on rural infrastructure interventions and support to become a common concern in the economic community and social practice work . Since the reform and opening up , with the development of the socialist market economy , China, as a large agricultural country is now in a critical period of transition to modern intensive agriculture from the traditional extensive , this process is bound to require the strong support of the financial infrastructure in rural areas . This requires the government to update the concept of financial support for rural infrastructure , and to pay attention not only to the steady growth of the scale by the simple scale - oriented growth , also stressed that spending on improving efficiency . This requires the government from all angles of the legislation and management of the financial expenditure to strengthen agricultural infrastructure construction , China 's fiscal expenditure for agriculture research article is based on this purpose . The paper is divided into five parts : The first part is an introduction, describes the research background and significance of research content and research methods , and domestic and foreign scholars To review the basic viewpoints on fiscal spending for agricultural infrastructure ; second the agricultural infrastructure financial expenditure study theoretical basis , mainly expounded the theory of public goods , market failure and government intervention theory , including the theory ; third part is the construction of agricultural infrastructure of financial expenditure empirical analysis of our agricultural foundation facilities the size and growth of financial expenditure absolute and relative indicators , as well as its contribution to agricultural GDP empirical analysis ; fourth part on the basis of the third part of the construction of agricultural infrastructure there is a total lack of fiscal expenditure structure is irrational, inefficient use of funds and management issues , and issues analysis ; part V of fiscal Expenditure Efficiency improve agricultural infrastructure construction in China 's views and recommendations on the basis of the problem .
