Abstract


Tujia minority and Miao minority of Xiangxi autonomous prefecture is located in northwestern of Hunan Province (hereinafter referred to as xiangxi autonomous prefecture).Except Jishou city,the capital of Xiangxi autonomous prefecture,the Guzhang county、the Luxi county、the Baojin county、the Yongshun county、the Fenghuang county、the Huatan county and the Longshan county, all of them are the state-level poor counties. Only through tourism can promote the development of xiangxi minority region. It also can produce the good result of" Making development party scenic spot, prosperity party economy, rich people "This paper,based on the socialization and the social role theory, employment and employment market theory, public products theory and some other related theories and the characteristics of tourism resources of xiangxi autonomous state, focuses on the study of a important propositions, which is "tourism is the biggest way of the future development of xiangxi autonomous prefecture ". In the paper,it describes the present situation and the existence questions of tourism industry in promoting the poor region’s development of Xiangxi autonomous prefecture.Then it analyses the possible reasons of the existence situation. Finally, based on the exsistence situation of our country and the Xiangxi state, based on comparing the The experience of domestic and foreign tourism poverty alleviation practice, from the aspects of government and the people,it puts forward the basic thought and implementation strategy of tourism poverty alleviation in Xiangxi autonomous prefecture, and puts forward made "mysterious xiangxi" tourism brand.what’s more, it provide some specific measures to promote Tourism poverty alleviation.For example, through four tourism poverty alleviation mode--the government leading model、the scenic drive mode、the agriculture brigade combination mode、and the merchandise sales mode, implement " three zones" tourism industry’s poverty relief, implement the government tourism poverty alleviation plan, emphasize the training of tourism talents, raise funds from kinds of channels to realize great input and output of tourism poverty alleviation, implement the 11236 tourism poverty alleviation development strategy; It Puts forward that we should concentrate on the Fenghuang which is the bibcock of tourism,contruct Jishou city as the tourism distribution centre, buld Zhangjiajie-Fennghuang and Luxi-Huatan-Longshan as the two tourism scenery line,promote the development of the core scenic spots,such as Furong town、Qian state town、Liye and so on,realize the integration of resources value-added, partnerships value-added, development of commodity value-added, promotion of cultural value-added, extention of service value-added, injection technology value-added and some other advices in poverty alleviation tourism industry.
