Abstract


Is the in traditional procurement normal on the basis of government green procurement, through final environmental purchasing products requirements indirectly greening the entire production process in order to achieve the conservation of resources and energy recycling, protecting the environment and human health, and ultimately achieve sustainable economic and social development purposes. Developed countries and international organizations have established a sound legal system of government green procurement, to promote green government procurement realization of the objectives, to strengthen the management of the government's green procurement. Government green procurement in China is still in its infancy, and the relevant legal system is not complete, therefore, strengthen the government green procurement theoretical research, learn the legislative experience of the developed countries and international organizations, to improve our legal system of government green procurement is the purpose of this study lies. Proceed from the theoretical basis of the government's green procurement and its legal system, to study and summarize the foreign government green procurement legal system and its basic characteristics, through the practice of our government green procurement, construction status and problems of analysis of the legal system is proposed the recommendations to improve the legal system of our government green procurement. In addition to the conclusion, the paper is divided into five chapters, briefly summarized as follows: Chapter: topic background and level of research topics, as well as the ideas and research methods. Chapter II: the formation and development of the green government procurement and its legal system. Including the connotation and the theoretical basis of the government's green procurement, green government procurement legal system and its formation and development of the analysis of the theoretical issues. Chapter 3: green government procurement of foreign legal systems and their characteristics.
