Abstract


"University-graduate village official" policy is currently a major initiative of new countryside construction in China. This paper keep to the public policy essence of ’university-graduate village official’policy, to proceed with correlation analysis, its research has opened up a new perspective, providing a different kind of new thinking. This paper described the’university-graduate village official’ policy dilemma in terms of public policy implementation, as the main policies, policy object, the policy environment and expression of policy implementation, based upon the description of’university-graduate village official’policy development and current situation, and deeply analysis the causes of the difficulties, such as organization and personnel department of the policy’s limited power, students adapt to the village official policy is weak, the overall environment in rural areas policy requirements generally lag, lack of stability and’university-graduate village official’policy follow-upon this basis.To enable the policy run smoothly and implement effectively, this paper proposed solutions for the dilemma above, such as moderate a power adjustment of the personnel departments, training graduates’adaptability, gradually improve rural areas’environment, constantly strengthen the policy implement tools.
