Abstract

The 21st century is the century of information technology and modern information technology is profoundly affecting all aspects of human society, and has played an irreplaceable role in the economic, political and cultural life. Such a surging trend of information and democratic era, rapid information technology and complex IT policy of democratization become bored of research scholars theme. Advocated by modern information technology, e-government as the representative informed public, public participation, public expression and public oversight, is conducive to safeguarding the public's right to know, to participate, to express and to supervise, and conducive to the expression of the public interest and promote scientific decision-making, thereby Support Decision democracy and to promote the process of democratization. Nature of public policy, the public interest, the realization of the public interest depends largely on the degree of the public's right to know, to participate, to express and to supervise the implementation, therefore, the degree level of the \degree, the main indicator of whether or not the public interest. E-government as the representative of modern information technology in expanding public \the decision-making process tends to democratization and expression, help to promote the implementation of the policy of democratization.
