Abstract


With the continuous progress of the Province direct management of the county (city ) reform of the financial system , the provincial reform of the direct management of the county (city) has also increased . Closely related , cities and municipal districts adjustment is relatively common in major cities nationwide reform and the process of urbanization . City area is an important part of China 's administrative system , the current city administration system and operational mechanism have historically played an important role . But with the market economic system reform and improvement of the limitations of municipal districts , adaptability has become increasingly prominent manifested . This article analyzed the current situation and problems of the Harbin municipal districts recognize the necessity, importance and urgency of Harbin municipal districts of the administrative system , from a practical point of view . Then , further comparative analysis of domestic and international cities and municipal districts administrative system and to draw relevant revelation . Then discusses the foundation and direction of the Harbin municipal districts of the administrative system .
