Abstract


China is a large agricultural country, rural population accounted for about 60%, only to rural development is good, and the country in order to better development. Large rural population, the demand for public services is very strong, but because of rural and rural residents some of the features of its own does not have the ability to provide these public services, therefore, the Government must bear the primary public services in rural areas of responsibility. Rural public service itself has some of the characteristics of the decision of the township government to provide public services to rural superiority. Because the township government is the most grassroots level of government, but also from rural areas, from farmers to the recent level of government, its rural areas and farmers will be more profound understanding. By the township government to provide public services in rural areas, will be more targeted and will also provide the supply of rural public service efficiency. But now, the majority of our township government in the reform process, there are still many problems, do not have to provide quality public services in rural areas. Therefore, in the new rural construction in the new situation, the township government must change their ideas and strive to improve their level of public services and public service capabilities into a service-oriented township government. Township government, although the effective supply of public services in rural areas of the main body, but the effective supply of public services in rural areas is not just doing a good job of township government building itself is enough, which also relates to the higher levels of government, other social supply of the main body, question of the relationship between rural residents. This paper attempts to the township government at the center, and correctly handle their relations with other aspects, the establishment of effective supply of rural public service system. Text is divided into five parts. The first part is the introduction, the main research questions in this paper introduces the background, purpose and significance of the study, research status, the study's methods and ideas and other aspects. The second part is the definition of related concepts, mainly from the service-oriented government through the ideological origins of the investigation, the township government expedition reached what is the concept of service-oriented township government. In addition, on the concept of public services in rural areas were described, defining the main supply of public services in rural areas. This part is the full text of a foreshadowing, is behind the emergence of the concepts, terminology explanation. The third part is the supply of rural public service status. Since reform and opening introduces rural construction achievements of public services, rural public service supply problems and shortcomings, as well as the cause of the problem. Part of this is to ask questions, analyze the causes of the stage. The fourth part is the realization of the township government as the center of the effective supply of rural public service countermeasures. This part is the full text of the focus is on the conduct of the proposed countermeasures issues, mainly how to improve the ability of the township government's public service and how to handle various aspects of the relationship and so on. The fifth part is a summary of the research questions to conduct a comprehensive summary of this issue for future research prospects.
