The face of the world into the information age wave of curriculum reform, Shanghai in 1998, primary and secondary school curriculum reform initiated a second phase of the project, and in 2004 formulated the \Time has past six years, with the social and economic changes, the school education needs further reform. To further improve the Shanghai School English curriculum standards, the need for comparative studies curriculum standards in order to identify gaps, learn advanced for the conduct of science curriculum standards provide the basis for revision. Hong Kong and Shanghai have similar cultural background and economic conditions; English is one of Hong Kong's core disciplines and learn the language education in Hong Kong has been in an important position. As an economic, technological, educational and cultural development of the major cities, Shanghai is also strengthening English education. Therefore, Hong Kong and Shanghai English curriculum standards for comparison, on improving the Shanghai curriculum standards has a strong practical significance. In this paper, Shanghai and Hong Kong English curriculum standards for the study, using literature, comparative method, statistical and other research methods, introducing two places on the basis of educational background, from the frame structure, course objectives, course content, teaching suggestions, teaching resources, curriculum evaluation and other aspects of Shanghai and Hong Kong English curriculum standards for comparison. The results show that Shanghai and Hong Kong English curriculum standards are reflected worldwide trends of English courses, there are some similarities, specific performance: a complete course objectives proposed system; build a diverse English curriculum structure; course covers English disciplines core knowledge; importance of English capabilities; emphasis on the development of curriculum resources; build a comprehensive curriculum evaluation system. However, due to differences in social and cultural background, the two standards of English language courses, there are differences, mainly in: English curriculum for capacity-building requirements, attitudes and values education areas of interest, the choice of English course content teaching methods to guide, course and curriculum evaluation safeguards ideas and operability aspects. In addition, the Hong Kong English curriculum standards is also showing its inherent nature: the structural integrity of a coherent curriculum, curriculum objectives define reasonable course content covers the complete, specific and detailed guidance teaching methods, curriculum planning complete and flexible, specific and comprehensive curriculum evaluation, curriculum implementation operability and strong. Therefore, this study certainly Shanghai curriculum standards in the same time, to further improve the Shanghai English curriculum standards made some reference to suggestions, including: building a complete and flexible course structure; strengthen the teaching of specific guidance; increase the students' abilities and attitudes culture and values specifically addressed; requirements for learning content more refined; clear the specific responsibilities of each department; higher authorities to strengthen the curriculum assistance; enhanced operability of curriculum implementation; increasing examples, references, word definitions and editorial board Members list and so on.
