Abstract


Zhejiang industrial cluster development is facing from investment-driven to innovation-driven change from scale expansion to enhance the meaning of transformation, technological innovation is the key to achieving this transformation. Industrial clusters as a platform to strengthen the technological innovation of SMEs in clusters, Zhejiang industrial clusters to promote the technological upgrading and structural upgrading, is to enhance industrial competitiveness, and promote the sustainable development of industrial clusters, Zhejiang inevitable choice. In this study, the theory of industrial organization, technological innovation theory and strategic management theory, in Zhejiang Province, the use of systems analysis, game theory and other analytical methods, the industrial cluster environment SME Technology Innovation in-depth analysis. First, the analysis of the industrial cluster environment for SMEs technology innovation to provide economic and socio-cultural foundation; Second, analysis of the technological innovation of SMEs within the cluster when the behavioral characteristics and organizational characteristics; thirdly, on the basis of the previous two explores SME Technology Innovation dynamic mechanism, cooperation mechanism, learning mechanism and resource integration mechanisms; Finally, select a low-voltage electrical Liushi, Zhejiang clusters case studies. This paper studies come to the following conclusions: (1) cluster by SMEs technological innovation driven by many. Cluster Innovation atmosphere and can function in SME clusters remaining inside, inspire enthusiasm for technological innovation of SMEs, while clusters and cluster to upgrade the role of the external environment on SMEs outside, forcing SMEs to adopt technological innovation to adapt to the new changes. (2) associated with the cluster horizontal and vertical cooperation and innovation of SMEs associated with the price advantage and generate competitive advantage by them respectively, the similarity between the technical requirements and technical complementarity effects. Cooperation in the lateral association of SMEs, the technology needs of enterprises and business cooperation similarity price advantage gained negative correlation. Cooperation in the longitudinal association of SMEs, technological complementarities between enterprises and enterprise cooperation and innovation price advantage gained positive correlation. (3) learning SME cluster by the cluster network hierarchy decisions, and different types of technology for SMEs within the cluster is not learning phase. (4) leading enterprises, industry associations and local government are the three main resource integration within the cluster, in which local governments to make up through the functional role of leading enterprises and industry associations in the resource integration gaps.
