Abstract


With the process of reform and opening up in China continues to accelerate , and the gradual improvement of the market economy system , foreign investment has become an important engine of China's economic development , and the regional headquarters of multinational companies as a new form of foreign capital into China Investment , has attracted many domestic and foreign experts and scholars interested in the study , and from a different point of view of the headquarters and the headquarters of multinational regional economic development related discussion . Shanghai, as a Chinese multinational regional headquarters of the fastest growing cities in the world , has attracted the attention of many researchers . I as the basis , select the location of the regional headquarters of multinational perspective , analysis of Shanghai to attract regional headquarters of multinational advantage in many aspects from the basic conditions , business facilities , research and development capabilities , professional services , and government services . Meanwhile, the development of the regional headquarters of multinational for the upgrading of the industrial structure of Shanghai Urban innovation capability upgrade has a positive role in promoting the elaboration made ??in this article . I found the retrieval of relevant literature and research , the regional headquarters of multinational focused on the significance of the regional headquarters , site selection and other aspects , less involved with the Government's policy for the regional headquarters of multinational So I try Analysis through the point of view of the government policy to promote the development of the regional headquarters of multinational . This paper reviews the Shanghai Municipal Government policy to encourage the development of multinational headquarters to analyze the characteristics of the current government incentives , as well as the problems . And therefore the thinking on how to improve the regional headquarters in Shanghai, multinational companies incentives , some suggestions .
