Abstract


In this paper, first analysis the motivation theory of the international ITO development and highlight the theory of industry cluster to the benefits of ITO. Because of the feature of the IT industry----small scale, started late, the weak status of the capital, the theory of Industry Cluster puts the IT industry of China forward to achieve progress and laid it a theoretical foundation.Then address the status of the international and Chinese ITO development and analysis the international development trend of ITO briefly. Based on the full analysis of the status of domestic and international IT outsourcing services, put forward the trend of the international offshore IT outsourcing becomes more and more obviously, which will reach 80% share in all the outsourcing business. In addition, through comparing with the major undertaking country--India, we can reach conclusion that business of IT-related services will occupy an increasingly important position in the future of the development of IT outsourcing.Once more, based on the analysis in comparison, I obtain the results which affect China undertaking the international ITO. Reveal that the most important factors are the lack of the necessary personnel training system and issues of the institution.Finally, propose the specific measures to solve the issues when China undertaking the international ITO business. Suggest that China has to set up the Chinese specific national conditions of the education system to cope with the rapid development of the international ITO. And advocate for China’s higher education system should be breaking the inherent disadvantages as well as people’s prejudice for private schools, establish different levels of qualified personnel. The Chinese government should first adhering to the concrete analysis of concrete ideas, break the line that software industry must have its tangible product, expand the scope of the IT industry offers.Furthermore, because of the different of national conditions, while China strives to increase investment, in the same time should be worked out preferential policies for the different countries. Special highlight the point here is to use the advantages of Chinese manufacturing power to develop embedded software development. Export-oriented software through hardware, especially the export of embedded software to achieve the development and application of bundled software and hardware, promote the coordinated development of hardware and software.In this paper, from the perspective of parties with statistical analysis, based on the considerable Statistical data, use Origin and other related mapping software to analysis the status of Chinese IT industry. From the people, government, business and environmental aspects, propose specific countermeasures. To a certain stage of industrial development, and in the condition of continuous improvement of statistical system, relying on a large number of reliable statistical data, quantitative thinking will be the next step to the research.
