Abstract


The rural surplus labor transfer is a necessery process of realizing industrialization and modenrization in our country. The rural surplus labor transfer high relative to economical modernization and comprehensive construction of affluent society. What is more, it is an important topic which needs to solve. Therefore, no matter from the section of the development of economy and society or the section of the academic research, we must attach great importance to this issue.Hunan Province is a large agricultural province, which have rich labor resources in rural areas and also have large surplus labor force. Since the reform and open policy, Hunan Province have shifted the massive rural labor force, and the income of goes out for work is a important constituent of the peasant economy. But, rural population is so large in Hunan Province, as well as the labor force quality is somewhat low, to a great extent has restricted the shift speed of the rural surplus labor transfer. The reasonable solution of rural surplus labor transefer influences not only famrers’ eanring and living standard, but also the course of economic development and modernization of agriuclture.This paper is divided into four chapters:In the first chapter, this paper introduces research background, significance, literature review, and the main content and structure of the paper. In the second chapter, combining with the statistics of Hunan Province, this article first analyzes the basic conditions of the rural labor force, and then investigated the existence of rural surplus labor force in Hunan Province, and calculates their numbers, on this basis, analyzes The main conditions of rural surplus labor of Hunan Province.In the third chapter, useing the method of theoretical and empirical, qualitative analysis and quantitative research, and baseing the relevant data and facts, this paper analyzes the facters of the rural surplus labor force transfer in Hunan. The results show that the factors of system affects mostly rural surplus labor force of Hunan Province. In the froth chapter, the paper gives same policy recommendations: Accelerate the process of urbanization in rural areas of Hunan Province; deepen the reform of the supporting systems; regulate rural labor market. Improve the quality of ruralsurplus labor. Finally the paper summarize all of the work.
