Abstract


China is one of the countries who has the most serious desertification problem around the world, which has harassed people’s life.In order to curb desertification, the Chinese government has formulated and implemented a series of policies that has made some effect.However,the overall situation of desertification remains grimness. This is mainly because there are still some problems during the existing land desertification control policy implementation process. And the impact of policy is directly affected by policy implementation.Therefore, this article is going to select Maowusu whose desertification problem is more serious as the study area. Hope to find methods of promoting implementation and avoiding deviation of the policy by a game analysis model through researching policy implementation of Desertification Control and stakeholders’ game behaviors of this area.Evidence suggests that, to policy makers, effective implementation of grazing policy deponds on the following methods:(1) to give more incentives and rewards for the correct and effect implementation of central policy (2)to enhance the supervision to Regional governments by central (3) to aggravate punishment to the action of distorting the policy of central government.Deviation of the grazing prohibition policy implementation caused by factors:(1)local government is capable of obtaining large benefits from policy distortions;(2)the high cost of implementing the grazing prohibition policy.For farmers and herdsmen,as policy object, the best way to inhibit them to graze illegally is not to increase the fine of it, but to reduce the cost of grazing prhibition, and offer suitable allowance to balance the exstra costs due to grazing prohibition.
