Abstract


China is an agricultural population accounts for more than 50% of the country 's total population , a large agricultural country, the establishment and improvement of rural social old-age security system is not only related to the entire rural social security system perfect ; related to China's economic transition , the stability of the process of social transformation in rural and harmony , is also an effective way to respond to China's aging population , and therefore an important factor affecting the development of rural social old-age security system - the responsibility of the Government has a very important significance . In this paper, the implementation of government responsibility in China 's rural social old-age security system analysis found that the government in the implementation of the system , there are still legislative responsibilities missing irrational system design , financial support and supervision and management responsibility confusion , which was mainly due to subjective neglect of the government , economic constraints and the interests of the farmers' groups expressing deletion causes . Government responsibility in the new rural old-age security system , implemented in September 2009 , despite the strengthening , but still not perfect To solve these problems , this paper proposes to accelerate the pace of legislation , gradually increasing the financial support , and improve the system design and organize the implementation recommendations. The same time , given the current economic affordability of our government with the needs of the farmers' pension , while emphasizing the Government's responsibility , but also the importance of personal responsibility , the implementation of the combination of family pension and land protection .
