Abstract


PPP is to solve the problem of the lack of public sector funding and management inefficiencies in order to enhance the level of infrastructure and generate new financing model for the kind of public and private sector cooperation. In this mode of financing, government departments and the private sector to establish a harmonious and effective partnerships in order to protect the the PPP project successfully achieve the desired objectives. PPP projects at home and abroad, however, are more concentrated in terms of PPP concept, risk, and how to create and maintain this public-private partnership partnerships very little, almost no, therefore, an urgent need to find a line effective partners choose to establish, maintain a way to guide the actual operation of the PPP projects, protection of the project to the successful construction and operation. The subject of the thesis is to accept the National Social Science Fund to support the western public projects in public-private cooperation mechanism, Fund No. 70672011. Firstly, on the basis of a comprehensive analysis of the theory of PPP project partnership, combined with the corporate partners of the supply chain and strategic alliance defined based on the particularity of the PPP project, explained the triple attributes of the PPP project partners, the basis of triple attributes , concluded defined the broad definition of a PPP project partners. On the basis of the broad definition of reference to cooperation in case of PPP projects in China, combined with China's basic national conditions, to further define the narrow definition of the PPP project partners. Meanwhile, according to the theory and practice of its classification. Through this research, clear the thesis body and the type of laid the basis of the study and a foothold. Then, on the basis of the definition and classification of the PPP project partners, with reference to the case of PPP projects at home and abroad partner selection mode - Olympic sports, for example, analyze its advantages and disadvantages on both public and private partners relationship to establish the basic principles of in-depth analysis of the factors affecting the the PPP project partners selected, constructed on the basis of adhering to these principles, the three-stage model, the PPP project partners selected to complete the optimal choice of the PPP project partners. However, due to the subjective factors outside objective environmental factors and organization, the choice of partner is not the same level, when the partners can not reach cooperation requirements, government departments can change partners, to meet the construction of PPP projects requirements. On this theme, the paper further studied the changes of the PPP project partners, through a summary of the PPP projects at home and abroad to change case, summarized the main impact of the PPP project partners change, divided the type of the PPP project partners change detailed analysis and the effectiveness of the change and its impact on the distribution of benefits. Finally, based on the analysis of the co-operation and change to further build the framework of PPP projects, the whole process of management of the partnership, in explaining its management difficulties based on effective management measures in order to protect the whole process of the management of the PPP project partners, project partnership to be stable and good development.
