Abstract


Since the Central Document was first proposed in 1984 to encourage rural land gradually concentrated to farming experts, after 20 years of reform and development of China's rural land transfer work has gradually matured. Especially in recent years, with the adjustment of agricultural structure, a large number of surplus rural labor to cities, a large number of rural land is idle. Continue to do a good job in the land transfer work to promote scale land management in rural areas, reduce agricultural production costs and production risk, improve productivity and farmers' income and promote rural economic development has become an inevitable choice. Looking at recent years the national rural land circulation status quo, all levels of government to promote the transfer of rural land has made great progress, but there are also some problems can not be ignored in the process of land transfer, for example, land property rights are not clear, the land transfer, the \the focus. In this paper, the literature analysis, historical analysis, research and other methods, to investigate the actual situation on the transfer of land in Feixi County Anhui Province, and induction of the information flow of the land of ancient and recent years, and learn from foreign countries about the transfer of rural land in advanced on the basis of the experience of how to solve the problems of the rural land transfer process countermeasures. In addition to the introduction, is divided into six chapters. The second chapter is to provide an overview of some of the theories associated with the land transfer, such as property rights theory, the theory of economies of scale, the behavior of economic theory and sustainable development theory; Chapter III reviews the policy change of land transfer and land transfer; Chapter status of implementation at this stage land transfer, with the characteristics of the problems and the impact of the land transfer factors elaborated; Chapter overview of the actual situation of the investigation through the transfer of land to Feixi County Anhui Province, Feixi land transfer of the status quo, and a detailed analysis of the problems with reason; sixth chapter is the introduction of the United States, Russia and China land management experience, analysis of its advanced and shortcomings and to provide a reference for the work of China's land transfer; final The chapter is a top priority of this article, the specific problems countermeasures in response to the transfer of rural land work, including system design and perfect relevant laws and regulations to ensure that the rights of farmers on the land, scientific planning, and guide land transfer good services and supervision of the land transfer, the establishment of a dynamic monitoring system of land transfer.
