Abstract


For a long time , China's urban-rural dual system of social economy and the \affect the development of agriculture , rural development and farmers' living standards improve, to become a new socialist countryside construction co-ordination and implementation of urban and rural economic development objectives need to face the outstanding problems. Especially in 2006 after the abolition of agricultural tax , completely cut off from external financing grassroots township fiscal system of rural public goods supply channels , rural public goods supply is facing unprecedented challenges. This article is based on the before and after stages of agricultural rural public goods supply presents different characteristics analysis, literature survey mainly taken seriously study the domestic and foreign supply of public goods advanced concepts and models , combined with the abolition of agricultural tax to bring rural public goods supply changes proved to solve the problem of rural public goods supply should be financial, institutional , model efficiency in three key aspects, and effectively increase the central finance for investment in rural public goods supply , to achieve the integration of urban and rural public goods supply policies, establishing demand-oriented supply decision-making mechanism and county financial powers insist grassroots property rights consistent principle, adopt diversified supply system of rural public goods approach to explore and develop a low-cost, high efficiency, and the market, the third sector cooperation polycentric new path , gradually become smaller and changing the treatment of urban and rural differences , and strive to achieve the equalization of urban and rural public services .
