Abstract

Again, the fragmentation of policy areas is difficult to form the policy objectives of the system optimization, the development of low-carbon economy involves the production, distribution, marketing, consumption, and many other aspects, the policy focuses on production, less emphasis on other aspects of the value chain without forming a carbon reduction mode of the whole process. Finally, the problem of global warming requires the co-operation between the administrative regions to build a common set of compliance with the institutional framework, but in reality because of the fragmentation of the administrative system, difficult to achieve coordination and cooperation between the regions. Faced with this complex policy picture, individual policies have been unable to promote the development of low-carbon economy, need to think from the point of view of the system through a combination of public policy to promote the development of low-carbon economy. First of all, the policy objectives need to balance the demands of the various stakeholders, by building policy mechanisms for dialogue between subject and object, policy beliefs, coordination between the policy subject and object recognition to achieve the policy objectives. Secondly, a hybrid tool based, supplemented by mandatory policy tools, the continuous development of voluntary policy tools to achieve a combination of policy instruments.
