Abstract

With the construction of in-depth service-oriented government, and comprehensively promote the harmonious development of economy and society, intergovernmental cooperation has become the important task of promoting regional development, as part of the administrative system of economic globalization, local government is playing an increasingly important role in regional economic integration of large context. Development of partnerships between local governments is particularly crucial, therefore, to explore our cooperation mechanisms between local governments in economic globalization has a positive meaning.since reform and opening up, cooperation among local governments in China has been tremendous expansion and enrichment, in terms of the scope or pattern,but in many areas local governments also lack of cooperation or unpleasant, some of the local government even used division and confrontation to achieve purpose of the selfish or the loss of people do not self-serving, which is related to that China’s political system is not perfect, because local governments did not form a sound cooperation mechanism. while the results difficult to measure and difficult to predict the interests of equitable distribution, thus increasing more difficult in deep cooperation between local governments. Facing a lack of rigid supervision and implementation of legal constraints, cooperation between the governments is often a mere formality for little, thus the initiative has a negative impact on regional economic and social development.In this paper cooperation between local government is understood with the perspective of the development, through understanding of the local governments development model, clearing local government cooperation is based on the intrinsic link between area and the economy, commodity flows, national cultural traditions and social development. Through the blend and the kind between the administrative regions, with of competition and cooperation between the administrative area, use the basic role of market allocation of resources in the community, ultimately creating a harmonious development of economic union. Through the process of sorting out the local governments, finding the plight of factors, in order to make possible the theoretical analysis of cooperative mechanisms, and from the four aspects of co-operation power, institutional environment, the organization supports and cooperation rules, to proposed mechanisms and specific measures for cooperation of local government institutional arrangements.Cooperation among local governments must establish good cooperation mechanics to overcome the absence phenomenon of the policy conflicts, responsibility shirking, benefits division, the lack of functions, in order to correctly handle a range of economic and social development problems deep-seated, and promote the overall development of the region.
