Abstract


Natural resources and energy is the basis for national economic development, resource abundance and combined conditions determines a country or region’s industrial structure and economic advantages in large part, especially in the condition that economic and technological development level is not high, and labor-intensive industries and resource-intensive case-based resources are in dominate part, the status of the national economy and social development is more prominent. The condition of energy and natural resources in China and the status quo is not optimistic, so how to solve this problem, what the solutions are will be explored in depth in this article.Engels, "Dialectics of Nature" in a clear, warning to us:"Do not be too intoxicated with the victory of our nature. For each such victory, nature can revenge us. Every time victory in the first step has definitely achieved what we expected results, but in the second and third step has a completely different unexpected results, and often the first result has been canceled. " Today, we review the historical development of Engels in this wise warning to building harmony between human being and nature, it has a very deep practical significance to build a socialist harmonious society and build a resource-saving and environment-friendly society, to accelerate our economic development, create a better life.In this paper, we analysis the status quo of China’s energy and natural resources, with the guidance of scientific development concept, the meaning of to start with the source of the scientific development concept, connotation, significance, and basic requirements for a comprehensive exposition, meanwhile,we analysis the scientific concept of Energy and natural resources with develop angle of view. I comb through a lot of time to read the relevant literature, draw some important conclusions. With the scientific outlook on development to guide China’s economic construction, vigorously develop the circular economy in the whole society to promote green production and consumption of civilization and form beneficial to low-input, high output, less sewage, improve the corresponding laws and regulations, building a conservation-oriented society is the solution. To achieve permanent harmony between man and nature, we must follow the saving and low consumption, high efficiency and resource recovery, cleaning of the cycle of economic development strategy. Break with the old model of scientific development concept, using high technology to achieve "energy resource substitution," can only be guaranteed for sustainable development.
