Visualization of basic public health services, as a new medical reform objective, is ogive all of the society members the equal right to obtain the basic public health services of medical care and sanitation, in both material and immaterial aspects. It also makes the‘bottom line’of basic medical and health services equal, which aims to redistribution of health resources using the public finance system. In a sense, it is a compensation of the public pay in the medical care and sanitation aspects. It plays an important role to realize the social fairness and justice, and make sure each individual can benefit from the social development.It’s very necessary for the government to intervene the basic public services, since the non-exclusive and non-competitive while the obvious externalities effectiveness. Based on the analysis of the current situation of our public health services, obtained the total cost of health inequality, inequality between different regions, medical institutions, inequality supply system between rural and urban. In China, as part of policy makers has long been driven by economic interests, undermine the Government’s emphasis and support efforts on public health. As to basic public health services, the government policy-oriented is undefined and responsibility also not clear, while lack of clear division of labor and responsibility. On account of observe and study on the policy formulate and implementation effects, try to explore the root causes unequal, put forward further policy recommendations to improve public health service. Therefore, the study of basic public health services in government functions very meaningful, especially from the equality perspective into analysis.This paper is divided into four parts:The first part, elaborate the importance of basic public health from the theory of equalization of basic public service, equalization, public health, the equalization of basic public health services.The second part, introduced China’s current situation of public health services and the allocation of resources, obtained the total cost of health inequality, inter-regional inequality, inequality between medical institutions, inequality supply system between urban and rural. The third part, analyzed the reason of equalization. First, lack of awareness to the equalization of basic public health services; Second, basic public health services is not clear; Third, the object of basic public health services is uncertain; Fourth, public health service system is not complete; Fifth is the main public health services is not strong; Sixth, public health investment system is not perfect; Seventh, the assessment to equalization of basic public health services is absence.The fourth part, based on the analyze to the reason of inequality, integrate China’s factual propose 7 recommendations: 1. Enhance propaganda the concept of equalization of basic public health service; 2.Clear define the contents of equalization of basic public health service;3.Clear define the objects of equalization of basic public health service; 4. Perfect public health service system; 5. Innovate the internal institutions at the health administrative departments and the public health services;6. Perfect financial invest system; 7.Establish evaluation system of equalization of basic public health service.In this paper through data analysis, comparative analysis, literature, non-structured interviews and other research methods, from the angle of political, economical, sociology and other subject to analyze. The author believes that the Government must bear the responsibility for the equalization of basic public health services, to accelerate the process of equalization.This paper argues that in the process of equalization of basic public health services, the Government should play its full role, quicken the construction of information to achieve the national network management; reform of public health personnel training mode, put the training of basic public health talent system into free normal student training model; establish the financial and responsibilities coincidence financial input mechanism; the reform of internal institutions of primary health administrative departments and grassroots organizations; the establishment of the equalization system is particularly important, they all around improve public health service system, and realize the basic equal access to public health services, break through the traditional service mode, structure, system, to realize the equalization of public health service.
