Abstract

Public power and private rights is a contradiction between the eternal topic in the field of administrative licensing as well. How to prevent public power and private rights abuse has been a problem. In order to prevent the occurrence of any one extreme, this paper under the guidance of fairness, impartiality further discussed the implementation of administrative licensing. Justice, as a legal pursuit of value, in the administrative licensing system should also demonstrate its proper legal significance. China's administrative licensing system, has been on the existence of many problems, a serious impediment to the implementation of administrative licensing fairness.
