Abstract


Contemporary administrative decision-making lapse are more common in China’s administrative decision-making phenomenon, it has created a series of adverse effectsis to our political, economic and all levels of society, the harm of the contemporary administrative decision-making lapse are even more than the power of the corrupt. Although from the theoretics the executive decision-making lapse can not be completely avoided, but how to minimize the number of occurrences of administrative decision-making lapse and to reduce the loss of public interest in maintaining the publicthe administrative decision-making lapse, in contemporary China has become a important issue.This article reviewed and summarized in the domestic and foreign scholar’s study on administrative decision-making lapse, based on the lapse of the administrative the meaning of decision-making defines. From the two perspective of ethics and organizational behavior, further analysis and promotion the influence of China’s administrative decision-making lapse, and in order to keep away policy mistakes made strategically suggestions. Thesis is divided into four parts, the first part is an introduction, describes the background and significance of topics, China’s research results, foreign research results and innovative of this paper. The second part is the part of the basic theory, expounded the concept of administrative decision-making lapse and related to the choice of perspective of research. The third part is the reason analysis, learn from the perspective of the causes of executive decision-making personalized approach, from two ethics and organizational behavior perspectives and the combination of the two view points on the analysis of the causes of administrative decision-making lapse. The fourth part is the suggestions section, this part is based on the analysis of the cause in the previous section, by reference to avoid the administrative decision-making mistakes in Japan’s successful experience, from the quality of policy makers their own moral reasoning, competence and the decision-making in the system. The author put forward some suggestions.
