Abstract


Deliberative democracy is the late 20th century, the rise in the political circles in the West a new theory of democracy and democratic paradigm. Deliberative democracy theory emphasizes the universal participation of citizens, participants in rational dialogue, emphasizing reach a consensus through consultation and the formation of decision-making, including its basic elements: a large number of participants, the attitude and beliefs of the participants, an extensive and in-depth consultation, negotiation pointed to the common interests and reach consensus form of decision-making, and its essence is that rational citizens' orderly political participation. Deliberative democracy can be said that the political community or some kind of public interest related by the equality among the members, free consultation, to reach a consensus on a full exchange of views and some of the compromises reached, on the basis of the formation of the participants mutually acceptable decisions or process management views. Deliberative democracy is its emphasis on democratic consultation and dialogue on an equal footing, free and full exchange, and on this basis, the formation of a broad consensus. Inclusive or equality, rational process, the legitimacy and diversity of the five characteristics of deliberative democracy has several characteristics that make it different from the emphasis on the competition of elite rule democracy. The emergence of the deliberative democracy is not accidental, it appears for a free and democratic dilemma provides a way to provide new hope for restricting the expansion of executive powers, a response to heterogeneous diversity brought by economic globalization. Although China with Western-bit is a different stage of development, but faced with similar problems in many ways, from the degree of popular participation, the expansion of executive powers, as well as the legality of three terms, the theory of deliberative democracy can be applied to , and the traditional political ideas and historic consultation political practice for its historical and cultural resources in the development of our country. By examining the development of the four stages of development of the system of People's Political Consultative Conference, we can see the specific evolution of the political and legal status of the CPPCC in the constitutional system, and this with Chinese characteristics deliberative democracy system, and then found that the people's political consultation system lack of, for example, the legal status of the People's Political Consultative Conference to be further defined, and its operation mechanism to be further improved. We should fully recognize the development and improvement of the people's political consultation system is a systematic project, a protracted war, the need to pay unremitting efforts. Starting from the point of view of the theory of deliberative democracy, we should be through a series of measures to enhance the inclusiveness and as the advantage of the patriotic united front of the CPPCC, such as to enhance the number of political participation, so that more ordinary people to get involved to improve the share of female members ratio, reasonable and timely adjustment according to the situation of the CPPCC sectors so that groups of all walks of life and sectors are able to obtain the proper channels to express their interests and demands and political aspirations, and so on; we should increase the importance of deliberative democracy theory and democratic consultation of publicity and education, so that the majority of leading comrades recognize that consultation is not trivial matters, contrast, significant for the realization of democracy, it involves legislation and decision-making is a democratic, the degree of democracy and how the quality of democracy. . So that the majority of people should understand this point, everyone in the process of the realization of democracy is unimportant. Every one of us should be actively involved in political life, and to develop their own political insight and judgment, and to enhance their own political literacy; We should also improve the relevant procedures of the Political Consultative Conference of the People's Political Consultative Conference, and refinement of political consultation content, the CPPCC into institutionalized the sound development of the standardization.
