Abstract


Shaanxi Provincial Public Expenditure budget management is the current fiscal reform in Shaanxi Province on major issues , but also the transformation of government functions and building a socialist market economic system, the core issue of the government to promote economic development as a powerful control means, on the basis of economic development in Shaanxi Province and guiding role. Therefore, the Shaanxi Provincial expenditure budget of public finances with a theoretical value and practical significance. In this paper, comparative analysis, qualitative and quantitative analysis , a combination of theoretical and empirical analysis , found that public expenditure budget of Shaanxi Province in the budget preparation, budget execution , budget monitoring and other aspects of the problem , the analysis of public expenditure budget of Shaanxi Province \soft constraints \This paper argues that : Through improve relevant laws and regulations, the Shaanxi Provincial Public Expenditure budget preparation and implementation of a legal basis ; using regression analysis, can improve the Shaanxi Provincial Public Expenditure budgeting accuracy ; earned value method based on process control , Shaanxi Province, to protect the effective implementation of public finance expenditure budget ; using the Balanced Scorecard , improve public financial expenditure budget Shaanxi performance appraisal system , to consider the Shaanxi Provincial public Expenditure budget execution results.
