Abstract


In China, the evaluation method of the construction project's environmental impact assessment (EIA) has been more mature, planning, environmental impact assessment is still a relatively new area of ??research, there is no uniform standard theory and methodology. Planning environmental impact assessment study from qualitative to explore turned to how to implement and operate the applications. China's current use of the Industrial Park, Economic Development Zone, Hi-tech Industrial Development Zone, the form of the establishment of a large number of industrial parks, such industrial parks is different from the general single construction project, is also different from the regional development project, its Environmental Impact Assessment and the traditional single construction project EIA and regional EIA comparison, has some uniqueness. In this paper, the theoretical studies and examples to verify the method of combining, at home and abroad in the course of development of the environmental impact assessment, environmental impact assessment system defects and planning environmental impact assessment and industrial park planning and environmental impact assessment study to analyze the progress of the foundation on industrial park planning and environmental impact assessment, evaluation methods, work procedures were discussed in detail, and the establishment of the industrial park planning and environmental impact assessment index system and Mingyang Industrial Zone Planning, Environmental Impact Assessment, \practical applications, draw the following conclusions: (1) a systematic study of the industrial park planning and environmental impact assessment methods and procedures. Summarized the proposed industrial park planning and environmental impact assessment system and method of characteristics; industrial park planning EIA procedures, the evaluation can be divided into three stages of the development of the program of work, the work of implementation and the summary of the work, and conducted a systematic study of the evaluation phase of the work content. (2) According to the industrial park planning environment impact assessment index system frame structure, the establishment of the industrial park planning and environmental impact assessment index system, proposed the following indicators: the goal of sustainable development of industrial parks layer, the quality of the natural environment, resources, and ecological, social and economic as the first criteria layer, each subsystem is set to reflect the characteristics of the integrated indicators and the Analytic Hierarchy Process (AHP) to determine the value of the weighting of individual indicators. (3) \detailed forecasts and evaluation, while the theory applied to the evaluation of cleaner production and eco-industrial park. \The index system is established, due to incomplete information, failed to collect the appropriate standard reference value of the individual indicators, could not give a comprehensive evaluation indicators.
