Abstract


China's \Seventeenth Party Congress report further made it clear that in 2020, the basic formation of the layout of the main functional areas. The main functional area refers to the resources and environment carrying capacity based on a different area of ??the existing development density and development potential of a specific area identified as a specific main functional positioning type space unit. Division main functional areas should take into account the natural ecological conditions, the carrying capacity of land and water resources, geographical features, environmental capacity, existing development density, economic structure characteristics, the concentration of population status, degree of participation in the international division of labor and other factors. Because there are significant differences in the environmental carrying capacity of the different regions in Anhui Province, environmental characteristics, ecological functions, the level of economic and social development of the different regions are not consistent. Distribution of the main functional areas of our province: optimize the development zone is located along the middle and lower reaches of the Huaihe River in Anhui segments on both sides of the distribution, the region along with urban industrialization, urbanization, the rapid development of the varying degrees of environmental pollution continues to increase; focused development zone is located the Chaohu Economic Circle and Wanjiang economic Zone. The area is the focus of economic development in Anhui Province, dense urban, industrial development, pollution is more serious; restricted development zones located in Huaibei Plain basic farmland protection areas, the Dabie Mountains water conservation and bio-diversity protection zone, Wannan mountain soil and water conservation and biodiversity protection , Huayang Lakes flood regulation and storage and biodiversity protected areas, the Chaohu Lake Basin upstream point source pollution control important ecological function protected areas, ecological environment of these areas are very sensitive, have an important role in maintaining and preserving regional ecological service functions; prohibited Zone is located in Huangshan - Jiuhua Mountain scenic area and the natural and cultural heritage of protected areas in Tianma and Yaoluoping, National Nature Reserve, high vegetation coverage of these areas, the ecological environment favorable conditions, well-preserved ecosystem. In the formation process of promoting the main functional areas for the different regions of the effectiveness of the policy, the implementation of the environmental policy of the regional differentiation. The strict key development pollutant emissions and environmental standards, and to strengthen regional planning, environmental impact assessment, establish and improve the environmental access, the environment eliminated and the permit system, to significantly reduce pollution emissions; optimize Development Zone strict construction project EIA system, formulate the targeted pollutant emission standards, the play of the constraints and incentives to promote the transformation of the mode of economic growth in the region, so that the yield abatement of environmental protection policies; restricted development zones to the implementation of more stringent environmental standards, and the use of environmental policies constraint functions to limit the irrational exploitation, and to further improve the economic compensation policy and supporting policies to ensure the restoration and conservation of the ecological functions; prohibited the zone strictly prohibited environmental pollution on the basis of, for biodiversity assessment, establish and improve the ecological compensation policy and financial support system to improve the quality of the regional ecological environment.
