Abstract


Strategic Environmental Assessment is the means to achieve sustainable development, by a statutory assessment of the main legal provisions in accordance with legal procedures within the scope of economic and social development of relevant policies, laws, plans, programs and other strategic activities and the environmental impact of alternative formal, systematic and comprehensive evaluation, to identify or determine whether the proposed activities meet the capacity of the environment, and on this basis, whether the activities proposed to implement the recommendations or conclusions, or to select various alternatives economically viable, the minimum adverse impact on the environment of the implementation of the program, and the potential environmental impact or the design is feasible to provide prevention, remedial measures activities. Strategic environmental impact assessment system is the institutionalization of strategic environmental impact assessment, law, a comprehensive, formal, level features. Construction of a complete strategic environmental impact assessment system is of great significance, it is a project environmental impact assessment system effective supplement, is to change the inevitable requirement of economic development is to achieve government scientific decision-making, the essential requirement of democratic decision-making.Issued in 2003, "Environmental Impact Assessment Law" was first established in the strategic environmental impact assessment system an important part of-Planning Environmental Impact Assessment, August 12,2009 76th executive meeting of the State Council through the "Environmental Impact Assessment Ordinance" further innovation and improvement of the planning concept of environmental impact assessment legislation, legal mechanisms and legal responsibilities. However, our strategic environmental impact assessment system is still subject to further broaden the scope of the evaluation, the evaluation needs to be further expanded the content, evaluation procedures need to be improved to be further strengthened evaluation responsibilities, oversight mechanisms need to be further improved, and many other defects. The legislative process in our country and the international legislative experience, to improve the system of strategic environmental impact assessment in strategic environmental impact assessment must be broadened scope of the evaluation system, strategic environmental impact assessment system to expand the content, improve the system of strategic environmental impact assessment procedures, and strengthen strategic environmental impact assessment system of legal responsibility, strategic environmental impact assessment system and improve the supervision mechanism.
