Abstract


With the deepening constantly of economic globalization, the amount of actually utilized foreign investment in China is steadily increasing,and the foreign direct investment(FDI) has been playing a more and more obvious role in the steady economic growth in China. Meanwhile, the pressure of the nature environmental protection also increases, and even though the intensity of pollution discharging has dropped slightly, the control status of main wastes’volume is still far away from satisfaction; which means, at the huge expense of environment, the overall sustainable development of the society will be affected. As the inrush of the FDI, people did not affirm the growth effects of the FDI inflows,but pay more attention to the influence on the environmental quality from FDI in our country.On the bases of the exist results, this paper further analyses the reason and the mechanism system of the influence in environment from FDI firstly, and then builds up an model by combining both production function and environmental quality function to analyze the influence on environmental quality from FDI. By using a panel data of China’s 28 provinces and municipals from 1998 to 2007 ,the empirical result shows that FDI causes environmental quality deterioration, but the negative effects of the environment from FDI is less than from domestic capital; the increase of FDI in the eastern region can inhibit the discharge of pollutants to reduce the pressure on environmental quality; the increase of FDI in central and western regions led to the deterioration of environmental quality; and the influence of FDI in east, central and western region on environmental quality became apparent gradient. In order to research the reason of this phenomena,this paper makes an empirical verification on the impact of the environmental regulation on FDI, the result shows that there exists an negative affects on FDI from environment regulation, the relative loose of the environmental regulation produce a huge attraction to the inflow of the FDI, which indicates there is a pollution haven effect in China.Based on the industry distribution of FDI and the emprical analysis,we come to the falling conclutions: FDI causes environmental quality deterioration and the fundamental reason of which is the differences of regional environmental regulation, which causes the increasing on pollution -intensive industry of FDI. The crux of utilizing FDI in a better way to making an coordination of economic development and eco-environment protection shall be to strengthen the government’s environment regulation, to adjust regional distribution and industry structure of FDI reasonably, to accelerate human capital accumulation and technology advancement.
