Abstract


In modern science and technology to lead and promote the human society is undergoing rapid evolution from an industrial society to a knowledge society , innovation has become intrinsic motivation and a decisive factor for urban development . As a product of urban development of knowledge-based , innovation-oriented city into a new urban development concepts and models . Building an innovation- oriented city is an extremely complex system engineering . In building an innovative national strategy , the country has more than 200 of the city to build a high level of innovation-oriented city . Study and explore the theoretical framework and strategic approach to innovation-oriented city with Chinese characteristics , and has great practical significance and significance , this article is based on the purpose of the study . Innovative cities is to rely on the innovative elements gathered in the city , to create a favorable social and economic environment , and to promote and facilitate the entire city is in the use of new knowledge , to achieve greater economic and social development on the basis of new technological breakthroughs and industrial thus a fundamental breakthrough in the original mode of economic growth , changing patterns of urban development . Papers from the connotation of innovation-oriented city , the main features , constitute elements of evaluation index system and evaluation methods , system analysis and generalization of the theory and practice of domestic and international innovation-oriented city . Use a combination of qualitative analysis and quantitative screening method , a systematic evaluation index system of innovation-oriented city , explore the establishment of a set in line with the stage of development of innovation-oriented city evaluation index system . The paper features a careful analysis of the connotation , characteristics and elements of innovation-oriented city on the basis of the proposed evaluation index system of innovation-oriented city , and to some extent, to overcome the one-sidedness of the index system design , while screened by quantitative analysis is one of the most refined indicators reflect the scientific design of the index system . This will not only improve and enrich the comprehensive evaluation of the innovative city system has a certain theoretical value , and the use of the above rigorous evaluation process , the empirical analysis is more representative of the 13 cities , which put forward the corresponding countermeasures and suggestions with certain reality guiding role .
