Abstract


The small-medium enterprises are playing more and more important roles in the economy of China in the process of opening reformation and market economy construction. Nevertheless, the financing status of these small-medium enterprises is not comparative with their status in the China’s economy. On the other hand, because of the late starting of China’s credit rating industry, nonstandard of developing process, and insufficiency of the cognition of its significance, especially for small-medium enterprises, credit rating industry has not established pertinent credit rating system yet. These add more difficulties to the financing of small-medium enterprises. Therefore, combining with actual characteristic of China’s small-medium enterprises, and meanwhile drawing advanced experience from famous credit rating agencies abroad, it is the core content of this paper that design a set of effective credit rating system suitable to China’s small-medium enterprises.In this paper, firstly, the analysis of credit rating industry in domestic and overseas has been studied, the current situation of China’s third party credit rating agencies, present rating system using by them and characteristic of small-medium enterprises have also been analyzed thoroughly. Based on this and then through connecting with the present system of credit indicator in overseas countries, viewing from professional credit rating agencies perspective, we device a credit rating system into such seven aspects as the character of the small-medium enterprises: the corporation’s outside environment, the capacity of management, the capacity of paying back, the capacity of innovation, the capacity of growing, the prospect of developing and financial analysis. Finally the methods of AHP and fuzzy mathematics comprehensive evaluation are applied to evaluate the credit grading of the small-medium enterprises.Using the credit rating system for small-medium enterprises to evaluate and measure their credit venture, it can strengthen the dependability and security of investor and commercial bank, and enhance to control credit risk of small-medium enterprises. Therefore, credit rating system for small-medium enterprises in this paper has very important practical significance.
