Abstract


Food is one of the basic elements of human existence. The healthy and safe food is not only the precondition of human survival, but also the root of all social development and progress. Food safety concerns with people’s health and.life safety, and relates to social stability and long-term peace and order.Recently, the problem of Chinese food safety becomes more and more serious, and it turns to be the hot issue in the daily life. As one of food safety supervision departments, the Administration Bureau for Industry and Commerce gets more responsibility than ever. In order to do the active supervision and try to build a harmonious and trustable of consumption space, the administrative department of industry and commerce will combine the food safety supervision duty with other functional works, make full use of its functions, such as the access, the supervision and inspection, the penalization of forged and fake commodities and the handle of consumers’ complaints, to establish the food market admittance policy, the food market inspection system, the substandard food delisting system. it can play an important role in purifying circulation field food environment. But there are still some problems in the process of the enforcing of specific administrative law.In order to fulfill the duty of the administrative department for industry and commerce in circulation field of food safety control. Through studying the domestic research on food safety theory and the reference of foreign developed countries food safety monitoring practice. It is believed in this paper that foreign laws system, market adjustment function, food standard system, the food safety risk forecast, and the encouragement of consumers’ participation—all of these facts have great significance in Chinese administrative department for industry and commerceAccording to the administrative department for industry and commerce in concrete work of actual situation, the paper proposes the perfect circulation field the supervision of food safety countermeasures; strengthen the food operators to market access management, improve circulation food quality supervision, deepen food management behavior supervision, and strict enforcement actions, etc, in hopes of industry and Commerce Department of law enforcement of help.
