Abstract


China 's metallurgical industry has a history of 50 years of development . In the five decades of development on the road , the metallurgical industry in China has made remarkable achievements , from the end of the last century , China continued to maintain the position of the international steel production so far . However , in areas of the world , China is a large iron and steel country , but not the steel power . Into the 21st century , environmental problems caused by the steel industry overcapacity and metallurgical industry in the production process has become one of the major issues of social concern , the current organizational design of the R \u0026 D institutions in China's metallurgical industry is no longer able to effectively solve the production process generated , how to reform the organizational structure of the metallurgical industry, R \u0026 D institutions is the key to solving the environmental problems caused by overcapacity and steel production . In this paper, the status of the domestic and international metallurgical industry , organizational design analysis of known metallurgical enterprises in international R \u0026 D institutions , lessons to learn from the advanced experience in R \u0026 D organizations to adapt to the development of China 's metallurgical enterprises , based on organization theory and theory together , design . The use of the idea of collaborative organizational design process , not only makes the R \u0026 D institutions within the sector coordination , resource sharing , and taking into account the collaborative relationship between the Institute and other departments , such as the sales department , production department , as well as synergies with other enterprises , research institutions , the external environment . At the end of the article , the design model of metallurgical enterprises in China R \u0026 D organizations to instance - ZXSD Institute organizational design , specific design , to develop long-term development of the respective responsibilities of each department , as well as research institutes planning, given the collaborative evaluation of the organizational design .
