Abstract


Peony is a traditional well-known flower with high values in China.It holds abundance peony resource in Heze city since it presents the largest planting area and most varieties in the world.Today peony farm has become the support industry in this city and each year an international peony festival is being held since 1992.Based on the investigation of its present status,the advantages and disadvantages which affected the sustainable development of peony resource in Heze city are concluded. The advantages include suitable natural and geographical conditions,abundant peony varieties,and long history of planting,respectively.The disadvantages include the weak policy and law system,poor science and technology supporting,challenging from Luoyang city and abroad,and so on.A planning proposal which addresses the new developing areas for the sustainable development of peony resource in Heze city is proposed in this paper.The environmental economic value of the plan is estimated according to travel cost evaluation,which gives the total value of about 760,000,000RMB occurred in the period of local international peony festival.Several measures are also suggested in this paper:(1) enhancing the new breed cultivation project and setting up the peony resource information database,(2) applying advanced techniques,industry and market,(3) making relative laws and regulations,(4) protecting the copyright of its unique peony,and(5) planning public involvement, respectively.
