The integrity of socialist market economy has become an increasingly important principle. Without integrity, the development of the market economy can’t be healthly and orderly. At present, China’s small and medium-sized enterprises take up more than 99 percent of the nation’s total number, and creat 60 percent of the county’s industrial output value and 40 percent of profits and taxes. They have become the main part of china market economy. Due to various reasons, small and medium-sized enterprises have uneven level of integrity, The integrity of SMEs has increasingly drawn the concern of the society.This paper, focusing on the function of government and it’s department in enterprise integrity construction, and aiming at Zhucheng SMEs, discusses the following five aspects. First, learning from Chinese and foreign research results and the provisions of relevant laws, define the concept of small and medium enterprises. Absorbing the essence of ancient and modern culture and relevant exposition of the modern enterprise management theory, analysis the integrity and enterprise integrity in conception. Second, cites the performance of SMEs lack integrity, and analysis the damage of lack-integrity qualitatively, and analysis the reasons from the internal system, government intervention, the legal mechanism, and social public opinion, analysis of the cause of SMEs lack credibility reasons. Third, summarizes the experiences of Zhucheng in the construction of SMEs’ integrity, and points out the deficiencies. Fouth, using the survey method, studies the influence degree of difference factors such as the quality of the entrepreneurs, business scale, in the industry, corporate culture, corporate governance model, the quality of employees, government intervention, the legal environment, debt restructuring, corporate life, business efficiency, application of integrity evaluation results. Fifth, according to the practice of integrity construction of Zhucheng SMEs and conclusions of Empirical Research, absorbing conclusions of other researchers, puts forward countermeasures of strengthening ingtegrity of SMEs, from the internal of enterprise and government promotion.
