Abstract


Housing security is a state and society through legislation on national income distribution and redistribution of low-income members of society , especially members with special difficulties of life 's basic housing authority to give protection. Housing policy housing security policy is both the core content , but also the urban social security policy an important part. China currently is in a critical period of social and economic development , and if the low level of housing security , a considerable part of the low-and low -income families is difficult to guarantee the basic living conditions , will lead to social unrest and instability ; But housing security level is too high , in the development phase of the Chinese government will bear, and will affect the market economic system was further improved. Therefore, an effective solution to solve the housing needs of urban residents with limited financial income contradiction between the size of the housing security and economic development and population growth in demand is consistent , that is the appropriate scale of housing security . In this paper, coordinating the supply and demand of housing security that perspective for analysis. In the theoretical analysis , first to the market failure and government failure as housing support the theoretical basis of an appropriate scale studies established theoretical framework , and from the two aspects of supply and demand of domestic and foreign scholars summarized the scale of the housing security research done . On this basis , the establishment of housing security appropriate scale to determine the theoretical model, using the theoretical model to determine the size of the housing security of urban households can meet the demand for housing security , but also with the level of economic development and government spending ability to adapt . To better understand the meaning of an appropriate scale of housing security , conducting theoretical analysis , this paper in Guangzhou City of China's urban housing security for moderate scale empirical analysis .
