Abstract


Healthcare accreditation is an act of assessment and approval to a healthcare organization by an accreditation agency, which depends on whether the healthcare organization has met a set of quality and management standards. In the practice level, the accreditation process can also be considered as some kind of quality authorization focused on continuous improvement after the healthcare organization has already met minimal standards and got the license.This article firstly explains the basic characteristics and some relative theory about healthcare accreditation, then analyses the history of Chinese healthcare accreditation, emphasizing the problem of Chinese healthcare accreditation system and its cause. For the purpose of reference, the article introduces the development of healthcare accreditation throughout the world and compares them with Chinese practice. Based on the above analysis, the article proposes three suggestions to improve Chinese healthcare accreditation system. The first suggestion is about general principles of accreditation, that is, macro control and plan should be strengthened, the three-level system of Chinese hospitals should be persisted, government controls the whole accreditation process at first and gradually introduces some not-for-profit accreditation agency, and the practical value of accreditation should be enhanced too. The second suggestion is about the modification of accreditation standards. It includes distinguishing the accreditation standards with minimal standards and level standards, focusing on standards about quality, safety and performance evaluation. The third suggestion is about improvement of the accreditation means. Accreditation agency should work harmoniously with healthcare organization to be surveyed, to fulfill the three main procedures, that is, self assessment, consultation and accreditation. And periodic survey should be combined with routine inspection, with special emphasis on the latter.
