Abstract


Villagers in our rural areas, since the issue has been on village governance is a hot topic in domestic and foreign scholars and political practice of summing up the development of rural areas is proposed based on a number of village-level governance. But for China's rural society, if there is a pervasive pattern of village governance, governance in different villages have in common at all? Backward villages should be how to develop? Advancement village governance model is reasonable?, And so become village governance research problems to be solved. To this end, the author after extensive empirical research and see a large number of village governance literature, based on the different villages of village-level governance model were compared with analysis, and based on this discovery, whether developed or backward villages villages , village governance elites and the public relations impact of these villages are a key factor in village governance effect. If the village governance elite and the people can come together, have a good sense of cooperation and capacity development of the village will be showing a continuous development of the state, on the contrary if the elite village governance lack of cooperation with the public awareness and ability, and even mutual confrontation and conflict , village development will stagnate or even reverse the condition. Therefore, in the village governance, how to coordinate the village governance elite and the public relations, the integration of the power of the two sides, so that the elite and the people together to fight for the village's development is related to the Chinese rural society out of poverty to prosperity, to achieve a new socialist Rural effective way, in view of this, this article from the perspective of the relationship between authority and democracy, combined with our different villages in village governance model case, analysis of China's rural social elite and the people in the relationship between states of different social impact on rural and On this basis, trying to build an elite and mechanisms for effective cooperation between the public, so as to the effective operation of our Villagers provide a new model and ways to safeguard social harmony and stability in rural development. This paper is divided into three parts: The first part describes the elite, people and village governance concept and its relationship to clarify the elite and the people in village governance role playing their impact on rural development, and on this basis on rural development process elite and the public ought roles were positioned. The second part is the key part in the different villages to organize village-level governance and research, based on the division of five elite type of relationship with the public, and some representative village as an example, for every kind of elite and the public relations type definition, causes and development direction of interpretation. The third part is the core part of the village governance in order to integrate the respective strengths elite and the people, so that people in the interaction with the elite together on the basis of the development of the struggle for the village, this article from the elite individual ways to nurture and produce choice, people's own ways of improving democratic participation, the elite and the people to establish a trust relationship between the three aspects of building a set of elites and the people in village governance mechanisms for cooperation and the adoption of legal protection mechanisms to ensure that village governance elite cooperation mechanism with the effective operation of the public.
