Abstract


The formation of the democratic administration is the inevitable result of mature development of the market economy. It embodies the value of democracy itself in the field of public administration and readjusts the relations of the "management and services" between the administration and the citizens. Citizens are considered the master of the country in the theory, while, in practice, citizens are often considered in public administration. With the further strengthening of the democratization and the further demand of democracy, it is gradually become a trend that require the public administration pursue more value in the governance process. The core of democratic administration is to make citizens out of the role of being managed, become the partners interact with the administrative staff, jointly resolve the problems of public administration and achieve the public interest through the civic administrative participation. In new era, in order to develop the socialist democracy, the report of the 17th National People’s Congress put forward that:"It is necessary to improve the democratic system, enrich the forms of democracy, widen democratic channels, implement the democratic election, democratic decision-making, democratic management and democratic supervision in accordance with the law, and protect the people’s right of information, participation, expression and supervision." The development road of socialism with Chinese characteristics lay a solid foundation, established in the right direction and opened a broad space in order to develop people’s democracy and protect the people to be the masters.The important path of developing the socialist democractic administration is to strengthen the systematic building of democratic administration and improve the citizens participation in an orderly manner from all levels and in all fields. In order to promote orderly further development of democratic administration we must emphasize the institutionalization and moderation of the civic participation.Based on the basic theory of the democratic administration and civic participation, we put forward the concept of the civic participation in an orderly manner through analizing the theory and political practice of demmocratic administration and civic participation in our country. We specifically discussed the concret path of improving the civic participation in an orderly manner and analized the important theoretical and practical significance of promoting the democratic administration development in our country by analizing the interact relations between the demmocratic administration and civic participation.The main contents include the following four parts:PartⅠ, discussed the basic theory of demmocratic administration and civic participation. Introduced the theoretical framework and the related theory of demmocratic administration and civic participation and pointed out the theoretical basis of this writing.PartⅡ, analized China’s current achievements and the specific issues of democratic administration by expounded China’s development of democratic administration.PartⅢ, analized China’s current achievements and the specific issues of civic administrative participation by expounded China’s development of civic administrative participation.PartⅣ, based on the basic theory of the democratic administration and civic participation, we put forward the concept of the civic participation in an orderly manner through analizing the theory and political practice of demmocratic administration and civic participation in our country. We specifically discussed the concret path of improving the civic participation in an orderly manner and analized the important theoretical and practical significance of promoting the democratic administration development in our country by analizing the interact relations between the demmocratic administration and civic participation.
