Abstract


Currently, juvenile delinquency , drug abuse and trafficking , environmental pollution and known as one of the three social nuisance , troubled by various countries worldwide problem , Governments working on the first part of crime prevention and reduction . With the gradual deepening of concern , both theoretical circles or substantive departments are increasingly be aware of simply relying on punishing and combating this serious social problem of crime , has been unable to improve the minors . Juvenile delinquency relative to adult crime , it is the implementation of a special age actors crime . Minors on the ability to identify and control capabilities than adults in terms of not complete , at which minors case should be distinguished from adults . Imprisonment at the case of a juvenile delinquent , but also means that negativity , so try to avoid imprisonment for a minor crime and sentenced to non-custodial treatment has become the consensus of the countries in the juvenile justice system . This paper is divided into five parts . The first part of non-custodial treatment system overview juvenile delinquency , the second part is the non-custodial juvenile delinquency at once the basic theory , the third part is a minor crime of non-custodial treatment abroad , Part IV juvenile delinquency treatment of non-custodial situation of our country , the fifth part of the construction and improvement of non-custodial treatment system of juvenile delinquency .
