Abstract

Under the trend of economic globalization and informatization in the world, public information resource, following energy resource, has now become one of the most important social resources. Both large and small scaled organizations of public information enjoy absolute superiorities in their abundant collection, but have certain problems in information consultancy service, resulting in the waste of enormous financial input and the idleness of the possession. Generally, the amount of information an organization possessed is in direct ratio with the need of its customers and the quality of its services. However, the fact does not go like this. Thus, it has become an unavoidable step in the informatization process in China to explore how to carry out information consultancy service more efficiently with the research into the coordination of the supply and demand between information resource and its customers as well as the reasonable arrangement of the limited resource to bring its role into full play.From the views of information science, management science and the intellectual property laws, this paper, based on the category and instinct characteristics of public information resources, applied the survey methods of statistical surveys, comparative analysis approach, qualitative analysis and summing-up etc., discussed how to carry out consultancy service with public information resources in a multidimensional way. Started with the exploration of the problem between public information resource and its consultancy service, the paper expounded three major influence factors including common sharing and obtaining of public information resources as well as information service modes. With real examples, it further exploited relevant problems and proposed a resource sharing layout based on the regularity of literature growth. It also suggested some relative resolutions and modes for the establishment of a network resources certification system and the eradication of the information monopoly mechanism on the reference to modes of information sharing in USA and some European countries. In the finally paragraphs, the paper analyzed the prospect of public information consultancy and made some suggestions on three aspects including cooperation between the organizations and the 3rd parties, intellectual management consultancy as well as attracting small & medium sized customer groups.
