Abstract


Culture Industry (CI for short) which is a newly-developing industry even in the whole world plays a very important role in the economic growth and society developing. CI in our country has experienced a remarkable development since Reformation and Opening in 1980s.Hebei as a province abundant culture resource also has a good development in CI, though some problems still exist.As a“Sunrise Industry”, CI appeared and developed with the enhancement of economic. In the base of analyzing the connotation, characteristic, function and the significance of CI, we liquidate the development experience of CI in China, comprehend the evolvement of policy for CI, learn its success and failure as well as the trend of CI development in China. Out of question, referring the advanced international experience of CI in the context of Globalization has great significance for the development of CI both in national and province wild. We introduced the experience of the CI development both home and abroad. Then we analyzed the actuality and potential of CI in Hebei. We also analyzed the opportunity and challenge as well as its development trend for the CI in Hebei. Finally, we gave some proposes for the further development of CI in Hebei province from the perspective of government, market, human resource, capital etc in the base of referring the experience of CI development both home and abroad .There are so many problems which urgently need to be resolved and study for the CI , a new industry .We tried our best to analyze the information of all the aspects in order to bring forward some instructing advice for the development of CI in Hebei. At the same, time we hope this theme would bring along more scholar engage in the study of this problem.
