Abstract

Education investment evaluation is a very important research aspect in education economics. Some studies have been done on both station and local education investment evaluation, but little on school education investment evaluation. The possible reason is: In the management of the long-term planned economic system, education products and services are completely under the control of Government Planning Sector and Education Administration Department, including that education prices(fees) are drawn up by the Government, education resources follow the deployment of the Planned Configuration, and education services are freely distributed to various industries by the Government., so school education investment mainly comes from national fund appropriation. As the schools have little autonomy, there is no need for any investment efficiency evaluation. With the gradual opening and the acceleration of advanced education industrialization, the level of advanced education investment efficiency has a bearing on the healthy development of advanced education, and prominence on advanced institution investment efficiency has become a new hot-spot issue of education.On the basis of summarizing the relevant research results about the investment benefit appraisal of the institutions of higher learning, and with the research method of combining theory with practice, this thesis studies on the investment benefit appraisal of institutions of higher learning. The full text is divided into six sections: the first part is introduction, mainly expound the purpose and significance of the study, review the existing research both home and abroad, and introduce the content and research method as well; the second part is about the outline of basic theory related to the investment benefit appraisal of the institutions of higher learning, including the education industry theory, the stakeholder theory, public administration theory and the theory of education economic efficiency; the third part is the analysis about the status of the investment benefit of the institutions of higher learning in China. In this part, define the core concept of the investment benefit of the institutions of higher learning, point out the problems existing in the investment benefit of our country’ s institutions of higher learning and analyze their causes; the fourth part constructs the index system for the evaluation, first put forward the accordance and principles for the establishment of evaluation index system, and then based on drawing domestic and foreign education evaluation index system, establish the index system of the institutions of higher learning, and finally introduce the evaluation approaches, including the production function and data envelopment analysis, Data Envelopment Analysis; the fifth part is the empirical analysis, analyzing and evaluating institutions of higher learning with the DEA model; the last part summarizes the research, analyzing the deficiency and giving suggestions for the future study.Institutions of higher learning belong to the non-profit organization, with a number of inputs and outputs. Therefore, based on the characteristics of colleges, sets up a system suitable for evaluation on Institutions of higher learning of Investment Benefit Appraisal, evaluates the Institution of higher learning with the use of DEA method(DEA does not need to preinstall production function, which overcomes the difficulties of unclear function relationship of input-output while assessing), and puts forward suggestions for improvement to those DEA nonvalid institutions, which provides some reference to the sustainable development of institutions adapting to the new situation and environment.
