The implementation of the competitive system in construction market in our country is the result of reform and opening up.Construction industry, as the breakthrough point of urban reform from nineteen eighties,has been proposed first by the central government and implemented nationwide,"several rules on the reform of construction industry and basic construction management system",by the No.123 document of the state council in 1984 symbolizes the promotion of the public bidding system of construction project, the supervision of the construction project and the contract system of construction project, thus construction project, as a product, has the mechanism of market competition.Since then,construction market and bidding was officially proposed and the government tries to cultivate and promote with administrative method.After 30 years’development, China’s construction market is on a fairly large scale and construction technology has made great development, which is capable of contracting long-span bridges,skyscrapers, tunnel excavation and subway construction. It has also made great achievements in the urban construction, the infrastructure construction of water conservancy and transportation, and housing construction,making contributions to the China’s economic and social development and the improvement of people’s living conditions.It has already become fully competitive industry. However, many problems prop up in the process, such as wage arrears for migrant rural workers,default on construction cost, sub-contract callings, jerry-built crooked buildings, which have great impact on the social stability;the crimes like bid rigging, string scale and commercial bribery are more serious. This article, starting frcm the concept of the construction market, aims to introduce the present situation of construction market, market competition, the urgency of regulating the market as well as the necessity of the government’s intervention and services, selecting the policy mode and defining the scope of management, combined with the analysis of the current situation and mode exploration in Anhui province.on this basis,this thesis to design a new sound policy mode, and to forecast the potential problems, in an attempt to putting forward the conception of the policy which is in agreement with market rules, based on the functions of government’s management, so as to give some suggestions on the government’s supervision on the construction market and further development of construction industry, the legalization of the policy and the modernization of the means of administrative supervision.
