Abstract


Contingency plans for the possible occurrence of major incidents or disasters , scientific plans and programs to be worked out in advance to ensure quick and efficient to carry out emergency rescue operations , and to reduce the losses caused by the accident , is the important basis for emergency response . After two years time , China has initially built the national public emergencies emergency plan system , play a major role in the work of disaster prevention and reduction in China , also exposed some problems , such as the preparation is no uniform norms \as well as backward management . Currently in urgent need of a scientific model to guide the preparation of contingency plans , specifications and construction of the emergency plan system , an urgent need for the development of efficient digitization emergency plan management system . To solve these problems , this paper has carried out a large number of studies , mainly in the following aspects : First , this paper, a more mature ontology engineering method to build contingency plans ontology model , the model is divided into two layers to organize - based on SUMO upper ontology and domain ontology of emergency plan , formal description of the relationship between the concept and the concept within the field of emergency plan . Emergency plan ontology model based on contingency plans for application-oriented storage model , namely the XML Schema identifies the XML document that is used to regulate the contingency plans . Next , learn a foreign classic organizational model based on the characteristics of emergency special leading group proposed based the SUMO emergency special leading group model , the model not only embodies the organizational structure of the government organizations and the leading group , but also reflects the the mapping between the role of government and the leadership team positions , but also through the \Finally, we developed contingency plans for management digitized prototype system , browse, search, production and storage capabilities of the emergency plan . The prominent feature of the system is a combination of NET and SQL Server2005 XML document storage and display . The realization of this system has important guiding significance for the development of contingency plans for management of large - scale digitization system .
