Abstract


Today , China has been irreversibly into the trend of globalization , our government , especially local government had to face profound changes : on the one hand, local governments at all levels should continue to play in today's globalized tide of positive role in enhancing the strength of the local economic and social development ; on the other hand also actively respond to the requirements of the public for the local government to provide a wide range of public services . In the competitive environment of globalization , economic development indicators focusing on local government performance management mode , unable to help local government managers to grasp the challenges of the external environment of the local government , public demand , thus affecting the local long-term development strategy formulation of objectives . Therefore, the establishment of a performance - oriented local government management mode of implementation of local government functions , improve the local government 's ability to govern , to build a public service-oriented government . Balanced Scorecard (Balance Score Card, BSC) is a brand new , a full range of performance management tools : a way to the development of the organization's vision , mission and strategic organizations and internal staff combined performance management tools . Balanced Scorecard to measure the four constituent levels of financial, customer, internal processes , learning and growth factors affecting the development of the organization , to be respected , \In this study, based on the theory of the balanced scorecard , explore the procedures and performance indicators for local government performance management model based on the Balanced Scorecard . First, the summary of the research papers of local government performance management indicators , performance indicators they use tabulated remove similar repeat indicators , and in accordance with the level of the four components of the Balanced Scorecard : customer level , financial level , level of internal processes , learning and growth levels , the preparation for the initial scale of 32 indicators . Then combined with China's specific actual deletion of some indicators to establish various indicators weight .
