Abstract


Municipal utilities is the material basis of the survival and development of a city , has an extremely important role in urban development . Since the reform and opening up , reform of government regulation in the market operation of municipal utilities significantly lags behind other sectors of society , already can not meet the production and livelihood of the municipal population , the development of market economy and the society as a whole are incompatible . How to further promote the reform of government regulation in the market operation of municipal utilities can not be ignored . Through field research and analysis of the Shaoyang Municipal utilities market operation of the status quo and existing problems , the main factors affecting the healthy functioning of the municipal utilities , and the causes of system analysis , studies suggest that the development of the municipal utilities facing these the main causes of the problem is the utility enterprise ownership system reform and business management system conversion severe lags behind the industry 's market-oriented process . Finally, the current problems facing government regulation reform in the the Shaoyang Municipal utilities market operations , and put forward some concrete suggestions to further promote the market-oriented reforms of municipal utilities . In this paper, the study suggests that the reform of government regulation in the market operation of municipal utilities to adapt to the current needs of the market economy , has extremely important strategic significance for promoting the further development of municipal utilities . This paper reviews the theoretical research achievements at home and abroad on the municipal utility market and government regulation , combined with the actual operation of the Shaoyang Municipal utilities market , municipal utility market operations , the government should change the existing regulation , the implementation of regulatory reconstruction elastic affordable regulatory system , and strengthen the capacity of public services , and the effective operation of the market Shaoyang Municipal utilities have a certain referential significance .
