Abstract

Urban afforestation is the important infrastructure of a city, is the significant content of a city’s modernization, is also the public welfare for improving the ecological environment and upgrading the living qualities of the majority people. After the Reform and Opening-up, especially since the 90s, our country’s urban afforestation has made remarkable progresses, the urban afforestation level has enhanced greatly. But generally speaking, the total afforested areas are insufficient, the development is unbalance, the afforested level is quite low; in the city the trees specially the big trees are few, in the urban center area green space is less, the urban peripheral locality has not formed the afforestation isolation forest belts which compose primarily by the trees, the construction project’s afforested auxiliary work does not put into practice. The leaders of some cities’ People’s Governments lack the enough understanding to the importance of urban afforestation work and violate the city master planning and the urban green space system planning; the phenomena of encroaching the green space and changing the planning green space’s usage at will are quite serious; the afforestation construction funds are short and the maintenance management funds are serious insufficient; the urban afforestation legislative work lag, the administrant work is weak. However, the urban garden afforestation planning management is the important link of the urban garden afforestation management.Presently, there exist with the management of the implementation and preparation of landscaping planning in China such problems as deficient basis for preparation of landscaping planning, poor validity, lack of effective coordination and combination of landscaping planning with other planning, etc. Measures must be taken by intensifying efforts in planning preparation, control of scope of used land, standardization of procedures for approval of planning and perfecting the supervision system, etc., so as to set up a legalized, systematic, informatized management mechanism with public participation for the implementation of the landscaping planning.This article is divided into five parts, the first part introduces this paper’s background, present situation, goal, actual suitable value, theoretical basis, research method and the technical route; the second part elaborates the present situation of the domestic and foreign garden afforestation and Chongqing garden afforestation; the third part proposes some questions which exist in Chongqing botanical garden afforestation; the fourth part proposes the countermeasures and methods that solve those questions through analysing those questions; the fifth part is concluding remark.This article research conclusion: from satisfying urban construction’s related requests and guarantying living environment’s primary demand to embark, basing on plan programming, through strengthening afforestation planning adjustment control dynamics, to combine concrete afforestation planning project management, to adopt the feasibility post-processing supervisal management measures, to safeguard Chongqing garden afforestation construction utilization planning method, to achieve the targets of "the planning to control, to construct and to protect the green space", establishing the good garden afforestation planning management operational mechanism, to shrink the gap between Chongqing’s garden afforestation work and the national other advanced cities’ gradually, to provide the theoretical safeguard for Chongqing to construct into the country garden city in 2008.
